No.  Pluto and Neptune are locked into a 3:2 cycle with a libration that ensures they will never come within 18 AU (2,700,000,000 km) of each other.

Also, Pluto’s orbit is inclined at 17.14 degrees, while Neptune’s is inclined at 1.77 degrees, so the two are not really co-planar, as a 2D representation (like the one above) would imply.
