No its not wrong. But this facility is not available as of now.
Mobile charger output pin is designed to charge USB B type ports. The port used in your mobile is USB B type ( micro/mini). This type of USB port is only designed to receive power. This type of USB pin cannot be found in laptop. Because these standards are invented for small devices like mobile, hard disk etc. So you cannot connect mobile charger with your laptop.
Laptops have a USB A type port. Charging through an USB A port is only possible at one side of the USB connection, not on both sides. Basically, the USB ports on a laptop are used to send a signal out, thus they can be used to power up something.Technically, this is all just a one-direction street.
An average laptop will require a bit more power to fully charge than other devices. Especially the big screen and the disks are big energy consumers, although the CPU itself also puts some strain on the system. The power a device receives through the USB A (5V, 500 mA max for 2.0 version) port is just a fraction of the power that a device would receive through a direct power connection.
So you cannot charge your laptop with mobile chargers.
