There are exceptions. If everybody on the team believes in the company's goals, feels they have a stake in things, are getting compensated better than the alternatives, and see themselves growing under your leadership, they'll stay.
But companies really don't provide any of that, any more, so it's a safe bet that everybody looks at least once every few months, if only to see what options are available, and they'll leave when there's a better opportunity.
It's not a goal, by the way. Nobody likes changing jobs, as far as I know. But we have no job security as employees, so there's no benefit to committing to the company without a good reason.
(And no, putting a ping-pong table in the conference room, video game consoles in the basement, and soda and/or beer in the fridge–all actual things prospective employers have tried to sell me on, over the years–only emphasizes the fact that there's no actual benefit to the job.)
